Doug has been in the industry since 1986, with experience both at major insurance companies, and Deloitte Consulting, he transitioned to working with employers directly on their health benefits in 2001. In 2003 Doug carved out prescription drug coverage with a major PBM for a large employer who had a fully insured HMO plan. Through this early experience, he was able to learn about the PBM industry and the complexities which often create confusion and excess cost for employers. Since this experience, he has had a passion for helping employers navigate the complex world of PBMs. In 2017, he recognized that Rx costs are such a major portion of health care drug spend in an employer plan, that a higher level of focus and help was required. As a Partner at Burnham Benefits and with the help of several other key partners, 360 Rx Solutions was formed.

He contributed articles to several trade industry publications, including California Broker, World at Work, Consumer Driven Healthcare, and quoted in the Orange County Business Journal on HSA plans. Doug was a panelist at SunWest Economic forum in 2013, World at Work Orlando in 2012, and a speaker for Burnham webinars including Rx trends, and alternative funding. Doug is currently on the Board of Advisors for the University of Oregon College of Arts and Sciences.
Marina has an extensive knowledge of the benefits and financial markets, including market trends, plan designs, pricing, funding alternatives, and ACA. She works with clients on a local and national level, managing fully insured and self-funded arrangements and leverages experience to the clients’ optimal advantage. Marina is responsible for overall client account management, which includes benefit plan renewals, marketing analysis, benchmarking, vendor relationships, employee communications, cost containment strategies, wellness initiatives, as well as working with the management and unions to find a mutual common ground that maximizes the employee benefits programs.

Steve is responsible for expanding Burnham’s footprint into other markets by overseeing new initiatives, private exchanges, captives and special programs. He develops new tools and resources to better serve clients, while managing finances and operations for the company as a whole, in addition to managing the office in the Sacramento region.

Mei has comprehensive managed care, PBM, and specialty pharmacy experience. She held various positions in fortune 500 companies as well as private and startup pharmacy companies to include: OptumRx, MedImpact, WellPoint NextRx, First DataBank, and Blue Cross Blue Shield. She currently works as Senior Consultant at TPG Healthcare Consulting where she is responsible for helping pharmacy companies grow and succeed. She provides client assistance in benefit design, business development, system implementation, regulatory compliance, project management, operations, and staff training and development.
In addition, Mei is the founder and president of Two Trees Wellness, Inc. an organization where she assists pharmacy companies for growth and success including profitability, URAC/ACHC specialty/infusion pharmacy accreditation, operational efficiency, network strategies, accreditation, project management, policy and procedure development, pharmacy start up, license and permit application, business development, infrastructure build out, system implementation, and staff training and development. Mei also helps people of all ages and genders improve mental and physical health through meditation and yoga practice, and provides a safe, inviting, and comfortable space for the less served populations – children and older adults, to learn and practice mindfulness, meditation and yoga.
